Dictionary defines scandal as "loss of or damage to reputation caused by actual or apparent violation of morality or propriety." Scandal is not the same as controversy, which implies two differing points of view, or unpopularity.
An action that is, or appears to be, illegal very often results in scandal. Conviction for breaking a law is, by definition, a scandal. The finding of a court with jurisdiction is the sole method used to determine a violation of law.
